Annexation

Annexation amends the city boundaries of Columbia and adds territory to the area of the city whenever the public interest requires such amendment. Newly annexed territory is automatically zone CD-3L.

Annexation with Rezoning

Annexation with Rezoning adds territory to the area of Columbia and amends the Official Zoning Map by changing the boundaries of districts whenever the public interest requires such amendment. Section 8.5.19 of the Zoning Ordinance describes the rezoning process.

Addition

Adding to an existing structure.

New Building

New residential or commercial structure. Do not use for accessory structures, such as a shed, gazebo, or additional dwelling unit.

Certificate of Appropriateness

A Certificate of Appropriateness (COA) is required for construction, demolition, or exterior alteration of any structure located in one of the Columbia’s five historic districts. There are two types of CoA: minor and major. Minor CoAs are reviewed and approved by the Zoning Administrator. Major CoAs require approval by the Historic Zoning Commission.

Remodel / Renovation

Remodeling the interior or exterior of an existing structure.

Conditional Use Permit

A Conditional Use is a land use which may be appropriate within a particular zoning district, but, due to the risk of adverse impacts on adjacent properties and the public welfare, should be controlled as to number, area, location, and relation to the neighborhood. The term Conditional Use is synonymous with “Special Exception” as used in Section 13-7-206 of Tennessee Code Annotated.

Demolition

Demolition of a structure.

Design Review

Design review by the Architectural Design Review Team is intended to protect the physical character of Columbia through advanced review of the design of certain development types.

Swimming Pool

Creating or modifying a swimming pool.

Comprehensive Plan Amendment

An amendment to the Future Land Use Map of Connect Columbia, the city’s comprehensive plan. Plan amendment requests may be submitted concurrently with annexation and rezoning requests.

Final Plat

A Final Plat is intended to finalize the layout for subdividing land, establishing property boundaries, and dedicating newly-constructed infrastructure to the public. The document should be prepared for recording with the Maury County Register of Deeds. Final Plats reflect all newly created lots, changes to existing lot lines, consolidation of lots, creation of easements, and all dedication of public rights-of-way. The document should establish a coordinated layout with adequate provisions for transportation, vehicular and pedestrian connectivity, light, air, recreation, water, drainage, sewerage, access, and other facilities. The Final Plat should reflect conformity to all applicable standards and regulations. The Final Plat must also conform to the Preliminary Plat(s) approved by Planning Commission.

Retaining Wall

Creating or modifying a retaining wall.

Preliminary Plat

A Preliminary Plat is intended to propose a layout for subdividing land. The document should present detailed engineering information concerning the design and ultimate operation of the proposed development. It should also demonstrate that the proposed development can comply with the standards of the Zoning Ordinance, the Subdivision Regulations, and other applicable regulatory documents.

Preliminary Planned Unit Development Master Plan

A Planned Unit Development (PUD) provides an innovative plan for coherent development of a site that improves upon the base zoning standards to provide a public benefit in the form of an enhanced built environment. Development is controlled by a detailed master plan. In Columbia, PUDs are used sparingly and only in exceptional situations.

Communications Structure

A structure such as a cell or radio tower. Includes co-location of antenna.

Deck

Creating of modifying an exterior wood deck.

Final Planned Unit Development Master Plan

A final PUD master plan provides sufficient detail to regulate the ultimate layout, operation, and appearance of the development. An approved master plan operates as the zoning regulation for the subject property and controls the land use and all improvements.

Site Development Plan

A Site Development Plan is required for some development parcels and all non-residential sites, multifamily developments, and manufactured home communities. The plan must provide a detailed depiction of the intended development of the site and demonstrate that it will conform to all applicable standards of the Zoning Ordinance.

Variance

A Variance is an exceptional form of relief which allows a property owner to make reasonable use of real property by adjusting a standard in the Zoning Ordinance. The property owner must show that the site cannot be used in strict conformity with the Ordinance, because of a unique site-specific hardship that was not created by the applicant. The applicant must also show that the requested adjustment is the least necessary to provide reasonable use of the property, and that all other standards of the Zoning Ordinance can be met. Variances only apply to bulk standards (regulation of improvements constructed on property). A variance may not authorize a prohibited land use.

Mechanical

An HVAC, Refrigeration, or other mechanical-related permit.

Plumbing

Installation or repair of plumbing pipes or fixtures.

Sign Permanent

Construction, modification, or repair of permanent sign.

Fire Alarm

Installation, modification, or repair of fire alarm system.

Fire Suppression System

Installation, addition, modification, or repair of a wet or dry suppression system. Suppression system installed in a hood or booth.

Tent

The installation of a fabric structure, enclosure or shelter, with or without sides. For temporary use of a particular site for activities or events.

Structure Relocation

For the placement of Manufactured Housing and Modular Buildings.

Gas Piping

For the installation of gas piping.

Change of Use

A Change of Use permit is required when changing the Use or Occupancy type of a building.

Driveway

Request to construct a driveway.

Solar Energy System

Installation, addition, or modification / repair of a solar energy system, such as solar panels.

Temporary Structure

The placement of structures for not more than 180 days. Such as a job site or construction office trailer.

Wind Turbine

Installation, addition, or modification / repair of a wind turbine.

Fire Sprinkler System

Installation, addition, modification, or repair of a wet or dry sprinkler system.

Commercial Hood Suppression

Installation or modification of a kitchen hood or commercial hood suppression system.

Wastewater

Installation or modification of a sewer service line.

Home Occupation

Permits for the allowance of certain commercial home uses that are valid for two (2) years).

Mobile Vending

For the sale of items in a temporary location with a mobile display.

Right-of-Way Encroachment Encroachment

Request to encroach outside of private property for a temporary period of time, including but not limited to construction dumpsters, staging of materials, blockage of sidewalks, etc.

Accessory Structure

Detached accessory building such as garages, storage sheds, gazebos, arbors and pergolas that are greater than 200 square feet in area.

Street Cut

Request to cut, modify, or excavate within a City-maintained street, alley, or right-of-way.

Foundation Only

The construction of a foundation for a structure that is to be constructed at a later date.

Zoning Verification Letter
